Here's a link to book appearances of W.C. Morrow's "The Monster Maker" before 1984, via William G. Contento's invaluable Index to Science Fiction Anthologies and Collections. Gorgas Library has a copy of at least one of these, Peter Haining's anthology The Monster Makers.
Also, Hoole Special Collections has a copy of Morrow's collection The Ape and the Idiot, which probably includes "The Monster Maker" -- as well as plenty of other Morrow stories, for those who are interested.

I will try to find a copy of The Monster Maker. It is subtitled the Surgeon's Experiment. I see some potential for a connection here.
